The Freedom to Speak Up Guardian role was set up in all Trusts in England in 2016. Its aim is to help create a workplace where staff feel safe and confident to speak up. Speaking up should be a normal part of everyday work.

The Guardians work as an independent team. They work alongside leaders to help make the Trust open, honest and transparent.

Their main role is to help staff speak up. They offer a safe and confidential space to raise concerns. These concerns may be about patient safety or about someone’s experience at work. They also listen to staff experiences, both good and bad, to learn what works well and what needs to improve. They share these lessons with senior leaders.

Guardians are not involved in investigations or complaints. However, they can help guide staff through the process of raising a concern. They also offer support and make sure Trust policies are followed.
